7-7-09. House and Senate approve HB3039 and send it to the governor for signature. Final text here.

6-23-09. The final version of the bill from the Joint House/Senate Conference Committee was released today, HB3039-B Engrossed.. Oregon Renewable Energy Project recommend a No vote on this bill. See talking points here.

6-22-09. The House/Senate Joint Conference Committee voted today in favor of HB3039B as amended. The amendments are HB3039-B24 and HB3039-B25. These will be combined into a single "engrossed" bill for both chambers to vote on, likely during the coming week.

5-22-09. The suggested changes to HB 3039 proposed by Oregonians for Renewable Energy Payments have come back from Legislative Counsel and have been received by the Senate Business and Transportation Committee. Committee members and contact information here.
Take Action Now to implement these changes!

5-12-09. Oregonians for Renewable Energy Payments and OSEIA (Oregon Solar Energy Industries Association) members have suggested changes to HB 3039 to rid the bill of the worst give-aways to the investor owned utilities and to create a strong REP section (see section 8).

4-30-09. Why we should say No to HB 3039.
While HB 3039 has a renewable energy payment clause in it, it also contains major problems in terms to give aways to the major utilities in Oregon. And the REP clause is missing important elements to be effective.

HB 3039 passes in Oregon Hosue 47 yes, 11 no


4-28-09. Oregon House Sustainability Committee moves HB3039 containing Renewable Energy Payments payment to the full House for a vote. That vote is not yet scheduled.

2-10-09 Study of Employment Effects of Renewable Energy Payments on German Labor

“Renewable Energy: Employment Effects; Impact of the Expansion of
Renewable Energy on the German Labour Market with Special Consideration of Foreign Trade”

The study demonstrates that the increased use of renewable energy and job creation can permanently go hand in hand. Accordingly, employment in the renewable energy field could double by 2020 even when applying rather conservative assumptions.
Furthermore, the net impact – after subtracting all possible negative employment effects – is also a clear and sustainable positive employment stimulus. More
